Miguel Ángel García Martínez

EMT Madrid is a public company owned by the City Council, responsible for managing urban mobility services in the capital. It operates one of Europe’s largest clean bus fleets, with over 2,200 vehicles powered by natural gas, electricity, and hydrogen. EMT manages an annual budget exceeding €850 million, covering public transport, parking, bike-sharing, and infrastructure projects.

At this moment, Miguel Ángel is working as a Technology and Innovation PMO, leading strategic initiatives within the Technology and Innovation Directorate. His role combines project execution, funding strategy, and portfolio governance, with a strong focus on building internal capabilities and cross-departmental coordination.

He is currently establishing a Project Management Office (PMO) to oversee the planning, execution, and monitoring of the Directorate’s portfolio. This includes implementing tools and methodologies for project tracking, risk management, and performance reporting.

Urbaser is a multinational company specialized in the collection and treatment of waste with a fleet of more than 18,000 vehicles (gas, diesel and electric fleet).

Reporting directly to the Corporate Fleet Director, Miguel Ángel was responsible for one of the five corporate departments within the Fleet Division and led the international deployment of a new fleet management strategy, centered on the implementation of PRISMA, by Sisteplant, a corporate CMMS (Computerized Maintenance Management System) within the Urban Services business unit.

The project impacted four countries (Spain, India, France, and Chile), covering over 11,000 vehicles, 100+ workshops, and approximately 1,000 employees, and had a direct impact on the company’s P&L by improving control over maintenance and fuel costs — two of the largest operational expenses in fleet management. Its objective was to improve reliability, maintenance control, and enable full visibility of vehicle TCO, while also enhancing cost traceability, operational efficiency, and financial accountability across the fleet.

Miguel Ángel was selected for ALSA’s JIP, a corporate program to develop future international leaders in transport and mobility. He combined operational responsibilities at MPT Malta with strategic contributions to Group´s global plan, receiving cross-functional training and biannual evaluations. He was promoted before completing the 3-year program, becoming Lead of the Technical Office for Engineering – Maintenance area.

MPT is the public transport operator of the island of Malta. The company manages a network of approximately 125 urban routes, operated by a fleet of around 450 buses (electric and diesel, EURO 5 and EURO 6; 12-meter, 9-meter and minibuses), and employs over 1,200 staff.

The Engineering Department oversees a large-scale operation involving Workshop, Stores, Infrastructure & Fleet management, supporting a fleet of over 450 buses and more than 120 technical staff. The Technical Office is a transversal unit within the department, providing strategic and operational support across all engineering functions, with a focus on project management, digitalization, and continuous improvement.

Responsibilities:

- Budgeting & Department Oversight: collaboration in fleet-related budget creation, Monthly Management Report preparation to the board (monitoring key operational KPIs: VOR, breakdowns per 100,000 km, fuel consumption, ECK, inventory rotation).

- Project Management & Digitalization: promotion of technology projects related to fleet, operational processes, refuelling infrastructure, and digitalization initiatives within the department.

- Training & Support: Design and implementation of technical training programs for mechanics, managers, and administrative staff, aligned with operational needs and strategic objectives.

- Process Optimization & Audit: coordination to maintain high quality control in fleet, fleet operations & refuelling infrastructure, and process auditing across the other units of the department.
